Ludwig Liagre, PhD

Dr. Ludwig Liagre is a development cooperation and sustainable finance professional with more than 15 years of experience in climate, biodiversity and land restoration finance and policy. He is the founder and Managing Director of Rio Impact, a Luxembourg-based consulting firm established in 2019 and dedicated to climate and nature finance solutions.

Specialized in the implementation of the Rio Conventions (UNFCCC, CBD and UNCCD), Ludwig has advised governments, development finance institutions and international organizations on the design of climate and biodiversity finance mechanisms, public-private partnerships and the mobilisation of global funds (GCF, AF, GEF). He also serves as Sustainable Finance Advisor to the Global Landscapes Forum and contributed to the establishment of the Luxembourg – GLF Finance for Nature Platform and the Rio Changemakers initiative.

Throughout his career, he has collaborated with various institutions including GIZ, KfW, UNDP, FAO, EIB, World Bank, and UNCCD. He holds MSc degrees from AgroParisTech-Paris Saclay University, an MBA from the Collège des Ingénieurs, and a PhD from the University of Padova.
